I have the same problem - internet craps out, but I had to restart the router TWICE for it to come back. Skip to today - I do a bunch of research, try a bunch of stuff (Virtual Cache on or off, multithreading, disabling automatic settings in Control Panel/Internet Options etc.). But since I won't have the latest updates and I am planning to buy Odyssey at some point.
Playing Elite Dangerous on the legacy version works fine! No internet problems, no stalling, played for many hours with no issue. I restart my router and the problem is fixed. Internet craps out again, but this time on all of my devices. Tried again the next day - same issue, but I noticed it remembered how much it downloaded, so I close it and restart it again to make it go to max speed for 10-20-30 seconds and make some progress. It was - I force stopped the client (cause stopping the download just made the client hang and didn't do anything), then things went back to normal. My phone works alright on Wi-Fi, so I think it must be the client. I don't mind waiting, so I open a browser window to do something else while this decides to download. I don't mind waiting, so I do - and what do you know, sometimes it goes up to max speed again, and then drops hard again. Odd, but I look it up and I see people having this issue. It starts off at my expected speed, then stalls for a minute, then drops. I see there are multiple versions of the game, and Horizons has a Legacy and a Live mode. Downloaded it on steam, clicked "Play", launcher pops up. Wanted to start playing it on PC since I built a new one.
